The ten-year obligation in Paris

The City of Paris health regulations require facade renovation every ten years. The town hall sends formal notices to co-ownerships that exceed this deadline. In cases of non-compliance, a formal demand is followed by an enforced renovation at the owner’s expense, with additional charges. In practice, well-managed co-ownerships anticipate and schedule the renovation before receiving a formal notice.

The renovation covers all facades visible from the street (main facade and returns) and, increasingly, courtyard-facing facades. Roofs and chimney stacks are often treated at the same time.

The stages of a facade renovation

The process generally spans 12 to 18 months, from the decision to final handover. The managing agent commissions a diagnostic assessment from an architect, then issues a call for tenders to at least three companies. The selected quote is put to a vote at the general meeting (absolute majority, article 25 of the 1965 law). After the vote, fund calls are spread over the duration of the works.

The works themselves last 3 to 8 months depending on the building’s size. Scaffolding remains in place throughout, temporarily reducing natural light for apartments facing the facade. This is a temporary but real inconvenience for occupants.

Costs by type of service

Simple facade cleaning (hydro-blasting, nebulisation) costs 30 to 50 euros/m2. Stone repair (patching, replacement of mouldings) adds 20 to 50 euros/m2. Application of a protective coating (mineral wash) costs 10 to 20 euros/m2. If external thermal insulation (ETI) is integrated into the renovation, the cost can reach 200 to 300 euros/m2, but substantial financial aid is available.

For a typical Haussmannian building (6 storeys, 400 m2 facade), the total budget ranges from 80,000 to 250,000 euros. Shared among co-owners in proportion to their ownership shares, this represents 3,000 to 15,000 euros per unit, depending on the apartment size and co-ownership share.

Financial aid

Several schemes help finance facade renovation in Paris. MaPrimeRenov’ for co-ownerships funds thermal insulation works associated with the renovation (up to 25% of cost). Energy Savings Certificates (CEE) offer additional bonuses. The City of Paris provides specific grants for renovations including insulation, covering up to 30% of the pre-tax amount in certain cases.

The zero-interest eco-loan for co-ownerships allows works to be financed interest-free, repayable over 15 years. These aids are cumulative and can cover 40 to 60% of the total cost if insulation works are included.

What the buyer should check

Before buying an apartment in Paris, it is essential to verify three points regarding the facade. First, the date of the last renovation (visible on the renovation plaque at the base of the facade or in the AGM minutes). Second, if a renovation has been voted but not yet carried out, the amount of remaining fund calls. Third, planned future works (the maintenance logbook and the minutes of the last three AGMs provide this information).
